Taiwan is a subtropical island with 1,600 kilometers of coastline and an abundance of fisheries resources. The government's purpose in establishing this station was to promote the development of the ocean's vast potential and provide fishermen at sea with quick and accurate weather forecasts allowing them to protect their lives and property. Therefore in 1980 the General Political Warfare Headquarters of the Ministry of Defense requested the Intelligence Bureau to plan and construct this station.
